The important number is only 10% sunflower seeds. A typical parrot seed mix is heavy with sunflower, and sunflower is what a parrot picks out first and eats to the exclusion of everything else. It is high in fat and low in most of what a bird needs. Capping it at 10% and blending in complete pellets means the bird cannot simply live on the fatty bits.
